Underlays not working with links?

Admittedly this is in 2008, but I still wonder if I am actually doing something wrong. in any case, we have a project with 5 different building models, which are then linked into the Site model, as well as the Coordination model I am in. I have a basement Plan open, and I want to Underlay the First Floor and using some Drafting Lines or the Linework tool to outline the first floor above where there is no basement. Basically i want a Basement plan with the extents of the project. I have levels for each floor set up in the Coordination model as well as each individual model.When I underlay the first floor I get bupkis.
Anyone know off hand if this is real, and thus a bug, or just me being a Monday afternoon dufus? Hoping for the latter. ;)

I think that's just the way it works. You can't see linked files as an Underlay, or at least that has been my experience.
