can anyone tell me what an ies files is and what it does. Also, if we move our content to a network location does the ies folder have to follow?

An IES file is a file that describes how the light comes out of a particular fixture. The lighting manufacturers supply them. They are then attached to a lighthing family in Revit so a more accurate lighting solution is created during the rendering process.

The family has a path to the IES file. As long as the path remains the same you leave the IES file where you loaded it from. It is probably best to keep them in a network resource so everyone can access them.

Where do you go within the family to add or adjust that path?

In the lighthing family you first have to set the light source to use a photometric web (see attached image) Once you do that in the family types dialog you can set the IES file used for the photometric web definition. (See other attached screen shot).
