Is there a way to adjust the NSEW orientation without rotating the building.

Take a look at menu Tools/Project Position/Orientation.

If you just want to rotate a view, turn on the crop region, select it, and pick the rotate command...

It keeps rotating my building. It wants to rotate my building and not the world. Is there a way to change north from being up to being right or left?

Yes, isn't this under Project Position -- Rotate True North...? (under tools)

You have to be in a view set to "True North", like maybe your site plan?
THen all other views still read "Project North" and do not rotate on you...
