i've drawn some site plans using different regions (one for road, one for path)
what i would like to do is obviously make the path higher, whats the best way to achieve this.

Cut one region from the other, so you have seperate Topo objects, and then move one up (or down). You don't get a vertical line in section, and there's no kerb to fill the gap in 3D views. You are experiencing the limits of Revit's Site tools, and yes those limits are very tight :(
It's been mentioned in several threads about using slabs for site elements and that is what I use on domestic scale landscapes for paths and driveways.
Also surface patterns show up on slabs whereas they don't on toposurfaces.

Yes, using slabs is fine for flat or simple slopes. I'd have to see the topo in question to see whether you'd be wasting time with that method though.
