in current version of navisworks, when you make an animation, for example to have a crane rotate, if you change the position of the crane, the boom will rotate based on previous pivot point. But if crane was rotating on the new pivot point (which was relative to crane rather than UCS), crane positioning analysis could get done with defining few scripts and playing around with crane position to find the best position and combination of the cranes.
bottom line: scaling, moving and rotating (in animations) must have the ability to be defined based on the "object" rather than "UCS".
