Rotating Nested Families

I would like to take the generic model family below and nest into another family and rotate it. When I try, Revit tells me "can't rotate into this position". Yes, the 'Always Vertical' checkbox is unchecked under family parameters. Any idea what I am doing wrong? Thanks.

It would be better if you could post the family hosting the this nut/bolt family...

Meanwhile verify if, when rotating, the option "Disjoin" will appear. If yes, try selecting it.

Was this ever solved? Or is this just something that Revit can't do?
