changing materials in perspective view

when I select an element in perspective view
then go to properties I see no option to change its materials
while I can in plan view...
many things are seen in perspective view that are not seen in plan
why no option to change them in that view.

You can change them in 3d view only not perspective.

umm what? When I select an element even in a perspective 3D view, I can still change all instance and type properties of that element, including material.

Just because you're in a perspective 3D view doesn't limit which properties of objects you can edit. Now you do not get some of the properties in the options bar when you select some objects (like buttons for attaching tops and bottoms of walls, sweep return options, etc), but you can still edit that objects instance and type properties.
