Change the settings for Dimensions in the Options bar before placing them. Tell Revit if you want Face of Core(int/ext), or Face of Finish (int/ext), or Centerline.

Change the settings for Dimensions in the Options bar....

Is this happening generally with dimensioned walls?

Setting the walls to Finish Face and setting the dimensions to Finish Face are two separate operations. One is for how you place walls, and the other is for how you dimension them.

Click the Dim tool from the Design Bar. Now before placing a dimension, look at the Options Bar, along the top of the drawing window. Change the drop-down at "Prefer:" to one of the other options besides centerline which is the default.
