Is there any possible way to include legends in a template file (.rte) ?

Yes, I'm pretty sure legends are possible in template files.

You can copy them from a project to your template by creating a new legend in the template, (make sure scale is the copy) select your completed legend, and then paste into your template.

Simple as that...
