We have a plan that we want to rotate to fit on the sheet. When we rotate the viewport the title rotates with it. Is there a way to rotate the viewport and maintain the title horizontal?

Rotate your crop region in the OPPOSITE direction that you want your plan to rotate. If you want north to the left, then rotate the crop region to the right.
You'll have to adjust your crop region size afterwards, and possible the locations of text notes, etc.

Nifty trick. I'll have to file that one away.

Yeah we do it all the time, especially on things like schools where you have wings coming off the center at 45 or 30 degrees, we will do a callout for each wing and rotate the crop region to fit it horizontally on the sheet.
