Am I missing something or is it really not possible to place a color scheme in a ceiling plan?

What you can do is to create a regular color scheme as you want by using Area Plan. Then you turn all elements off on that view but the filled regions, Area tag and color legend from the Area Plan.

Add the Area plan to a sheet and then add on top of that the ceiling plan. Note that the ceiling plan view has to be set to wireframe in order to show the Area plan and color scheme bellow. If the ceiling plan is not in wireframe mode it will hide the color scheme.
