I send someone a SAT file who attempted to open it in Navisworks.
He says it opens like it would in Notepad, see below.
Does he need a plugin or object enabler to open the file?

They should not need any type of plug-in to open this in NavisWorks.

Have you (or the other person) tried to import your SAT file into any other package (ex: AutoCAD)? Did you send this via email or did you send it before it was done being generated by the original package? If so, there could be a chance that the file is corrupt.

Are they getting a specific error message when they try to open it in Navisworks?

The file was sent via email and downloaded from an FTP site.
We were able to import the SAT file into AutoCAD and NavisWorks 2009.1.
The error occurred when we attempted to open the file in JetStream v5.
