What kind of family would be this?

I need to create a family line based that can accept labels that I can change and relocated. I tried all possiblities that I can think of but none of them works.
If you have some ideas they are grealty appreciate it.

Here's a family I created that does what I think you are looking for. This one is for marking roof trusses or rafters. Rip it apart and see if you can use the same concept for your application.

Thanks Sweg I saw what you did but I need to be able to change the long of the arrow and keep the text at certain location or be able to move hte text after I found the right size of the rebar.
If somebody else has a sugestion thanks.
