How can ICreate a Surface of a Building facade

Can Civil 3d make a surface of a vertical face like the side of a building ?
and if so How ?

Truely vertical? no, I don't think so. Close enough that you can't tell yes. A feature line at the bottom and a feature line at the top offset some very small distance would work. It's just the opposite of a basement in your model.
