2009 Level Annotation Loss of functionality

In 2008 I could create a level annotation to display Meters only, not millimeters if my project units was set to millimeters, this seems to no longer be possible. What I want is my project units in millimeters but my levels in meters. Can you do this in 2009?

Go into the family of the tag

Select the label, select the elevation etc and highlight it, select the number in the list it then highlights

Select the bubbled icon, you can then switch off the use project settings and use meters.
