Is there any way to get my first numeric issue to be 0?

I don't believe so.
You can fake it by making your first revision alphabetic and changing your alphabetic sequence so it starts with the letter O. Not too pretty but it's close.
(This assumes you will never need the letter O in your alphabetic sequence)

May I ask why you want to start with a 0? Is this for a milestone issue/submission?

Factory Detailing Drawings in Australia are typically issued numerically starting with 0

After doing detailing drawings for 8 years with this convention it really rubs the wrong way to have the first number as 1.

I was afraid that this would be the answer, so I placed a yes/no parameter for rev 0 on my title block and set the rev to none for numbering.

Alpha numbering here is typically pre-construction, and numerics for construction and fabrication drawings.

In that sense I guess that 0 is a milestone, as it is also used on architectural as issued for construction, and fabrication drawings start at that point.
