Draw order tool location?

I have a watermark on my drawing. I'm trying to send it behind my object. I went to the help menu and after reading that I know what I need to do but it's telling me it will show up in the options bar and it doesn't. Does anyone know where the tool is for draw order?

Is this watermark included in your titleblock family?

The watermark I created is just text that I made light gray and put on my sheet drawing.

OK. If it is not part of your titleblock, you will have to follow an old tip that's creating the text in AutoCAD and importing (linking) it into a Legend view in Revit. Then you can select the DWG and set it to be background. Because it is a legend view, you can insert it in different sheets.
