Complex Baluster Design Problem

I am unsuccessfully attempting to create a complex extrusion-type design (see attached "railing panel family) for a baluster in the form of a panel in a curved stair rail (see attached stair). I tried to lock void extrusions to cut in to a sweep within the rail family, but when the baluster changes angles for different rise/run slopes the voids get kooky.

Can this be done in the rail tool, or am i looking at modeling this on it's own?

yes you can but its a bit tricky
you have to use face based void family, nest it into the standart panel and let it cut the Panel. Align it the way you want it to work means always vertical or...
this works well even when the Panelsize changes, as long you make your void panel a bit bigger then you need.
