layouts without having to go each one individually in ADT2004

Yes, and no.

If you use the publish command you can apply the same CTB
and other elements included in the Page Setup function to
all the layouts in the publish set. You wont see the CTB on screen.

Another method delete, or rename the existing CTB being applied,
then when ADT alerts you that it is missing, select the CTB you
want to use, you will then be prompted as to if that same CTB
should be applied to all layouts, say yes. Then you will see and
plot the same information.
