When I try to freeze some layers on a particular layout, the boundary line surrounding the viewport on the layer disappears, making it impossible to click on the viewport again to alter properties, etc... Any ideas on what is happening?

You are freezing the layout layer itself...try moving them to a non-plotting layer so that it can remain visible.

Above and beyond what Richard says
it would be a best practice to actualy
create a viewport layer to have even more
control over it.

Shouldn't have to create a layer, ADT does that for you and makes it a non-plotting layer to boot. Did you perhaps delete these layers?
