How do you rotate the family? See pics

Im confused, I want it to rotate so that this circle is face down facing the floor plan(I want it to be a face diffuser).

here are pics, when i use the rotate tool it only rotates it the ways i showed. I want it to be face down :(

or better yet how do i draw something in another plane??? when i click edit i cant find any way to select a different plane :(

when i go to like an elevation view/3rd view and try to draw this, it gives me this error
"
Can't draw because Work Plane is at a very sharp angle in this view. Go to another view or redefine the Work Plane."

i managed to get the above done, now im trying to make a cone that starts at the top of the floor plan and goes down(60degree cone)

Anyone??
