I just installed the current version of the Revit Extensions from the subscription center. It has added a menu at the top, and a tool bar that is always on when I start Revit. Due to my screen size of 1280x1024, it places a 3rd toolbar row at the top, which eats into the size of my work area for views.

Is there any way to make this tool bar OFF by default so that I don't have to turn it off EVERY SINGLE TIME I start the program?

Here's a snipet from my Revit.ini, but I'm not sure if any of these lines can be changed to leave the REX toolbar off by default.

No need to look at the ini file, it's not that complicated.
Go to the extensions manager, Tools and un-check Toolbar in Revit.

Ah got it, I thought that just controlled whether the tool bar was on or off during a particular Revit session.
