Can't rotate items...

I have attached a file that we are using as a planning exercise, but when I try to rotate all of the shelving items and the floor to reorganize them it only seems to rotate a small portion of the shelves. If I select only the shelves they all rotate fine, then I just need to rotate the floor by itself.

Selecting the two items separately is not really a big deal but it seems to be a very odd behavior for Revit. Has anybody seen this before?

Try selecting and filtering shelves and floor only

Was the floor created by picking the walls? If so it wont allow you to rotate it.

The floor was not created by picking walls, there were never any in there since this was only a planning document. everything will rotate, just not when I do an overall selection of all items.
