I want to create a graphic scale family so that when we change the view scale the graphic scale automaticly changes too. Is this possible?

Yes, but its a hassle, and its not worth the effort, LOL.
You cant do it as part of the "view title" family, which is where the scale normally resides. But you can make a Detail Component, that is actual sizes, and place it in every view in the bottom corner or wherever, and it will obviously grown and shrink with the scale of the viewport.
But: Its dirty, messy, prone to forgetting, and its an extra step for every single viewport... Not really justifiable (my opinion) until we get a System Version of Graphic Scale to put in to the View Title Families...

Egan BIM Resources (http://eganbimresources.com/)has developed an automatic, parametric graphic scale app.
The graphic scale is placed within the "View Title" family and it updates automatically whenever the scale of the view is changed. You can customize the "graphic" part to look however you want. Works for both metric and imperial scales.

I got my own tool for Graphical Scales. Definitely worth the investments since its a very tedious task.
Mine controls not only the proper family but also the placement vs the viewport.

Other graphic scale systems I've seen are all manual. The user has to pick the right one for each view, and then remember to change it when the view scale is changed. Very tedious and un-Revit-like.
This system is automatic. It uses the same view title type for all views, but automatically adjusts for each scale. When the view scale is changed, it adjusts the graphic scale for you.
