In a 3D view or a new 2D view?
In 3D hit F8 and orient to plane.
In 2D just cut a section. It will snap perpendicular to the ref. plane...

2d
the situation is I have ref plane representing a roof pitch
when I try to view the ref plane from an side view I cannot pull a section on the ref plane in this case just a line even tho the work plane is set perpendicular to the view
but also, can't seem to view the pitch perpendicular to it...
3d also can be without perspective as in isometric???

If you are unable to see your referance plane in section then your section is not intersecting your plane.
You can also cut a section and then rotate it to the desired angle.

it appears that a section cannot be made at an angle at least in an east, west, north, south view. this would give me perpendicular view of the ref plane. which am viewing from an east view

ok, your answer was the answer.
I rotated the section.... and there it was the view I wanted...
