i have a house with an addition that we designed that was parallel with the existing home. We now want to take that addition and kick it 10 degrees. Is there a way to rotate a portion of the project with out having to redraw it.

There is no way to clearly answer this, based upon how it was drawn, or what constraints you may have placed on it.

Yes it can be done with the geometry, although any sections, elevations, and 2D information on that portion of the structure will no longer be valid.

Select everything, using all of the floor plans, reflected ceiling plans, etc., once selected you can relocate the rotation point to where you want to "kick" it from, usually at the "inside" of the kick point, and then rotate. As previously said you'll have to filter out elevations, sections, callouts, view references, etc.to get it to rotate.
