the new tool that enables us to add texts or replace with texts in dimensions does not export properly for me all the time. at times it works perfectly but sometimes it just does not. Instead of putting the text you wanted it will show the exact dimension or delete texts added in the dimensions in the EXPORTED file itself but the revit file stays the same.
anything I am doing wrong? is there a fix to this? please help

I too am experiencing this problem and know of no fix.
I will be submitting this problem to Autodesk through the subscription centre and advise you do the same.
The more people that raise this as a real problem then the increase in likelihood of Autodesk attending to it.
For what it's worth I am awaiting Autodesk response to another problem where the exported cad file has filled regions text and dimensions deleted and or moved. This is more common for me when a callout view is split.
Having 100% confidence in exported cad files from Revit is an absoloute priority for me and many others I suspect. I don't mind going into the exported file and cleaning up visual glitches such as solid fills etc as I don't expect a perfect export. However I do expect a 100% accuracy in terms of filled regions, drawn lines, detail components, text overrides to dimensions, groups etc etc.
I have lost countless hours re-drafting content in Autocad to sort out these glitches since I came to Revit 6.
For those that say plotted dwgs and pdf/dwf files should be the contractual dwgs I would like to agree.... but we have to provide Autocad files to our consultants and sub-contractors. Whilst we can put as many disclaimers as we like on our drawings the fact is somewhere down the line a costly error is going to be made due to inaccuracies in the exported cad file. Then the witch hunt and finger pointing will begin.
Sorry, rant over.
To repeat myself, please submit an official support request to Autodesk.
