How can Level units be set to decimal feet, while all other length units follow project units of feet/fractional inches.

If the other length units you are concerned about are just values in dimensions, you could do it backwards.
Set the project units to decimal feet, and then create a dimension family with units overridden, and set to report in feet and inches.
The same would go for schedules where lengths show up. You could override the project units there for individual fields.

This can be done by editing the level head family. There is no Edit Family button on the options bar for levels but you can do so via the project browser. Once in the family, select the elevation label, then the Edit Label... button. Select the Elevation parameter in the right pane of the resulting dialog box then click the little hand with number sign icon at the bottom. Now, finally, you can edit the units. Load into Project as usual. You might want to Save As and rename first so you can keep both versions and switch as required.

You have made my life happy. I wanted our level lines to have both the level name and elevation above the level line, and the elevation above mean sea level in decimal feet below. I had the most convoluted, annoying work-around to achieve this. I can't believe it was that simple all the time. Thank you! :D
