Does anyone knows if there is some Language reference for Civil3D APIs?

All of the api references can be downloaded from Autodesk's ADN website. Check the sticky thread at the top of this forum for some links.

If you have Civil 3D installed, there is a file called "civilauto-reference.chm" in your C3D installation directory, in the Help subdirectory. There is also the "Civil3DDevelopersGuide" that contains some useful information. And don't forget to look at the code in the Samples directory, also in your C3D installation directory.
