I've done a little searching for this, but I haven't found a real quick and clean explanation as to how to attempt this. So I'll just put out what I would like and hopefully I'll get an answer with the step that I'm missing.
I want to take our Keyplan Legend and place it in our Titleblock Family, rather than just placing it in individual sheets. How do I go about getting this done?

I believe this is the easiest way to accomplish this:
1) Create a plan view, that looks exactly as you want your key plan to appear. (you probably want coarse level of detail.)
2) Export a .DWG file of this view.
3) Edit your Titleblock Family.
4) Within your Titleblock Family, import the .DWG file that you just created. (Import it at a very small scale, else it will come in at 1:1, on top of your titleblock).
5) Adjust the scale and locate as required.
Voila

That might have to work, but it sounds like some people have found a way to do it through Annotation Symbol Families. I just can't figure out the steps to doing it that way.
Thanks!

There is a tutorial to create a key plan using a generic annotation family in the Families guide. You can download the Families Guide from here:
http://usa.autodesk.com/adsk/servlet/item?siteID=123112&id=11091739
The downlaod is about 1/2 way down the page. The guide and the datasets used in the tutorials are separate downloads.
Once you have the keyplan it can be loaded into the title block family and placed.
