Relinquishing Ownership

How do I relinquish the ownership of a user who no longer works with us?.......

Are you talking about Worksharing, borrowed elements? If so, close your project, go to Settings/Options, and change Username to his name. Then open the project, Relinquish All Mine, and save and close the project, change Username back to your own, and Bob's your uncle.
