Mouse over Tool tip for Vector objects

Create a mouse over event that would allow a CAD user to associate Drafting or Design notes to objects without cluttering up a drawing. Much like you find with a toolbar button "Tool Tip" or Hyperlink "Text to Display". If I'm not mistaken there is a notepad function in Volo View which is ultimately what I'm wishing for.

There also is Bubble (http://www.bubblecad.com/en/bubble.htm). Dose the same thing and is free. Plus if you know lisp, you can write plug-ins for special objects.
