I don't know if I understand. Do you want a keynote to show up in the sheet list but not in the drawing?
If so, then you can tag something with a User Keynote and then hide the tag in the view by selecting it, right-clicking on it, and choosing Hide in View >> Element. The List should show the keynote, but it will not show in the view.

No I want to keynote the Element or Material on the schedule and have the keynote list generate and filter by sheet. I have a sheet with all my schedules and I have keynote references in those schedules. I don't want huge keynote list on my schedule sheet and I do not want to make a Dummy keynotes I want the shedules to talk ( in a way of saying this).

Ah, I think I know what you are talking about.
If you are using the actual "Keynote" tool in Revit, then the schedule it creates is under "Legend's" in the browser. If you go to the properties of that Keynote Legend, Click on the "Filter" button, there is a check box at the bottom that says, "Filter by sheet". This will allow this same schedule to be placed on multiple sheets but only show the keynotes for that sheet.
