Floor plan regions not working

I am having trouble with some floor plan regions not working in a current project. I need to see some stair lights down 5 feet below T.O. Subfloor. When I adjust the view range in the view properties I can the stair lights to be visible. However then ceiling lights from the floor below are then visible. Therefore I would like to use a floor plan region. I then put a floor plan region in the place where I would like the stair lights to be visible but they do not seem to be working. I used the same view range parameters as in the view properties but no luck.

Don't use plan regions for this. Incorporate an invisible vertical model line in the light family. Extend it high enough to intersect the cut plane of the view. That should work.

Oh, and try the default WYSIWYG display…
