Looks to me like a Filled Region takes priority over a Color Scheme regardless of the settings.
I've got a Code plan that uses a Room Color Scheme to shade different Room Functions. Since this is a remodel, we're also indicating the portion of the building that's outside the scope of work with a Filled Region.
My problem is that - no matter what I do, the Filled Region is on top of the Color Scheme, and I can't see the Room Function.
Details:
The Filled Region is Transparent, light grey, Solid pattern.
The Color Scheme is a Net pattern (Drafting).
I have the Color Scheme set to Foreground, and I have tried setting the Filled Region to "Send to Back".
My guess is that, since the Filled Region is a Drafting item, it goes on top of the model, no matter what the settings are.
Anybody know of a way to get my Color Scheme on top?

Did you try selecting element properties of the filled region and changing the background under graphics to transparent?

Yup.
That's what I meant when I said:

The Filled Region is Transparent, light grey, Solid pattern.

I've tried it with a Sand pattern, which does let the Color Scheme show through, but the isn't dark enough for other reasons. I suspect the problem is that since the Filled Region uses a Solid pattern, the Transparent doesn't mean anything.
Still, it seems like it should listen to the "Send to Back"

You can always try overriding the graphics in view. Other then that I have no idea. What an annoying problem!

Perhaps instead of a Filled Region, just use the Floor Surface Pattern or a solid fill
material to represent the existing portion which is outside the scope?

Are you using Phases? Can you override graphics for Phasing to show the existing
portion as grey?

Perhaps post and example so we can take a look.
