Is there a way to add additional topo points by using linked CAD survey information? I created a topo surface using a few layers of a CAD file with the contour line information. However there are some other layers that contain more info in another area of the site that I did not get before. Can I use the Use Imported and select only those other additional layers to bring in more points?

Not sure of RAC2009, but my experience with this is that you cannot add the points from a file after having already created a topo using imported data. You will essentially need to make a new topo. Or, you can manually add them using the cad file as an overlay - which you may find sometimes doesn't quite yeild what you may expect.
I wish the topo tools allowed one to add points (like you want) and "proposed" ,or new, contours after a civil or landscape architect has done a grading plan. The cut and fill tools seem really clumsy in revit.

No can do. Combine the 2 files then recreate the topo.

It's not 2 files. It's all one survey file, but when I first created the topo, I only used the layers containing the topo lines in the survey. There is another area of the site that has spot elevations, but no lines, so I was going to see if there is an easy way to quickly add in all those points.
I spent all day yesterday getting my first toposurface to match the survey, so there is no way in heck that I'm going to delete that one.
