How can i place the loc line when im drawing a curtain wall?

Curtain walls are different from regular walls. Unlike regular walls, you can't move the location line to "Face of Core" "Center" or "Face of Wall."

Instead, the location line sort of is where it is, by default. In the event that you need to control the relative position of the location line... (say you want the loc line to align with the inside face of glass, or perhaps 2" back from the exterior face of mullion)... you actually have to edit the mullion family and the glass panel family.

More simply-stated, the location line for curtain wall types is always at the center of the mullions.

Yes, by default. But there are situations when a user may want the location line in a different place... which is done by editing the mullion family.

Think of the location line for curtainwalls as being the "reference line" of the system. Then, the panels and mullions can have a defined offset measured from this reference.
