Are you trying to make a retaining wall of some kind?

The last time I did that, I just created an elevation near the wall and edited the wall profile so that the top of the segmented retaining wall would follow the contours of the toposurface behind it.

This will only work for a straight wall, though. If the wall is curved, your best bet would be to make a separate wall for each individual coursing of block, and adjust the end points of each wall as needed to achieve the step-downs at each end of the wall. Most likely you will have to work in a combination of elevation, section, and 3D views to get it to look right.
