Is it possible to create a rail like the one in the upper left hand corner of the attached image using the railing tool?

Sure... But i believe the trick is to make the loops part of the end baluster. In your railing definition you can declare different balusters at the ends, compared to throughout the rail. So in this case, at the end you would have a baluster "with loop," etc....

How do you make a baluster that isn't a profile? Or how do you make the baluster profile extrude along a curved path?

The rails are profiles... The balusters are families you can build, like architectural columns. I would make one that has the railing "sweep" in it, just for the end piece. If you really want it to be slick, you can load the profiles from the rails in there, so they all update together if you change the rail profile, although youll still need to edit them in the baluster definitions...

If you look on Autodesk's content site, there are (Under Archived) a stair file, and a railing example file that has these types of "custom" posts/balusters in it. You cna download them, and then revers engineet them to determine how to do it for your self.
