Want Revisions to not show on Title Block

One revision cannot be shut off in the title block. Going to View Properties for a particular sheet one of them is grayed out so it cannot be unchecked. Why can it not be changed?

Go to Settings > Revisions and see if that particular revision has been issued.

I tried it issued, not issued, current, not current, first, last, merged with other revisions.

Nothing seems to work. It remains grayed out. However, on another sheet it is ok. I may just delete the sheet and see if that works.
