view range

Hey guys,
I'm trying to lock down a view on a plan to only show me objects on one level with no cutting. So I have set All the options to Associated level, and have set the Top/Cut Offset to x feet, and the Bottom/View Depth to 0 ft. But i can still see everything under my associated level. Any idea what I'm doing wrong?

Did you verify that you don't have an underlay visible?

yup, Underlay=None

The building file is linked, I don't know if that makes a difference.
