Is there anyway to control or get around establishing a ramp landing height independent of the run length?

Not sure what you are getting at, since landing height is always a matter of run length and vice versa. For example, are you trying to tell the model that the landing height is, let's say, 1'-0" with a slope of 1/12, but the run would be shown as something other than 12'-0"?
Or are you talking about establishing intermediate landings prior to drawing the run? If this is the case, you could create a level for each intermediate landing height, then create separate ramps to get you to each level.

It is an intermediate landing. I guess I shoud also mention that this is vehicular ramp. I was trying to match the spot elevations on the civil drawings but just could not get it to work. I did think about separate ramps between intermediate landings as you suggested or even sloping slabs, but I was hoping there was way to make ramp to work.

In this case, I think I would create elevations for each landing, then use the multi-story option of the ramp tool. However, if this is meant to be a driveway (exlude parking garages) you might use topography, instead.
