We are doing a government project and they are requiring this in their title block. Is there a way to automate a sheet count like this?

We make the total count a shared parameter and place it in the Project info area, as well as in the titbleblock. That way, entering it once fills it out on all sheets. There is no way to increment the number on sheets for that type of instance parameter that you create. Best way is to create it as a shared parameter, and add the numbering as another column to a version of your drawing list. At least there you can just type it in, without having to open up every sheet.

Which category do you put the sheet number parameter in? There isn't a way to put in in project information as an instance parameter, is there?

Put it under the "Project Information" Catagory if you want it to affect all sheets, or if you prefer it to work on each sheet instance then use "Drawing Sheets".

Can always update the sheets number by creating a sheet list schedule with 2 fields (an added parameter and count) makes the count (set to calculate total). The other things are formating the shedule to no grid, no title, no header and drag into each sheet (when making new one).

That's even more work than making a project parameter once and update it as you go.
I bet most people are reviewing or printing their drawing sheet schedule at some point, might as well capture 'total drawings' in the schedule (as it's a shared parameter for that category anyway) and check it with the calculated total value.

Type once, update everywhere.

Here's a post and video CADclip on sollving this 'sheet count' short coming with a shared parameter and project parameter.

Ideally a sheet should have sheet set properties with corresponding title block parameters.
