Section Tags Not displaying Due to Detail Level

I have a plan that is set up at 1/4"=1'-0" and the Sections tags will not display on the view. I am assuming this is because of the Detail Level settings, because if the scale changes to 3/4"=1'-0" or larger the Section tags display. I tried adjusting the Detail Level settings, but it seems to have no effect on the drawing. Has anyone seen this issue and been able to resolve it? Any help is greatly appreciated.

Go to the section's view properties, change the parameter, "hide at scales coarser than."
