Topography - Spot Elevations

This is driving me bonkers so any help would be most welcome.

I am currently doing some site sections and I want to place some Spot Elevations on my Topography but it is not selecting the Topo, the Sopt Elevations only show up on parts of the building model. What is confusing me more is that in plan view I can use Spot Elevations on the Topo?

So can you use Spot Elevations on a Topography in section? if not is there any workaround?

No, unfortunately, you cannot. The workaround I've used sometimes is to draw detail lines following the surface, and then use the spot elevation tool to point to the detail line.
