Rotate Tags with Element

Description: Actually make the "rotate with component" feature work, or be able to rotate a tag independently.

Now with Revit 2021, the rotate with component checkbox in families works for most tag families, but they neglected to fix Structural Foundation Tags for wall foundations. Structural Foundation Tags only rotate with Isolated Foundations. FAIL.
