dimension to midpoint of detail line

Summary: snapping a dimension line to the midpoint of a line

Description: I can draw to the midpoint of a line, I cannot dimension to it. no amount of tabbing can resolve this. It's highly common in architecture to dimension to the midpoint of things. We need this ability
