construction line issue!

Why are my construction or xlines forcing certain angles and not allowing me to set my angle and location by choosing two points on the drawing? There are many time I want to draw constructionlines over current lines. When I snap to my first point the construction will become a fixed angle usaully perpendicular to the line I snapped to. I want it to be a two point reference system that it is sometimes but not always. Ive seen alot of people are posting this for polylines but this is happening with the line command as well. ive checked that my z is on 0.
