Couple questions:
Is this a new block or and old one you are adding Dynamic Properties to?
Would you want the Attribs to be relative to where they are or do you want to Flip the whole group of entities?
For the first question the Attribs must be locked. Usually when an Attrib is created in a DynBlk it defaults to Locked which is why I ask if this is an old block.
If this is an old block it may be easier to just delete the Attribs and recreate. Sometimes changing these to Locked still does not produce the desired results.
As for the second question we would need to know what you want Flipped to offer guidance.
This is a new block created in Autocad 2012. I would like to flip it based on the center of the circle. Both horizontally and vertically. Each set of text could have the possibility of 4 positions.

How were you able to select the attributes to flip them? Thanks, this is what I needed.
Attributes must be Locked in a DynBlk.
Look in the parameter list for Attribs and at the bottom is Locked(Tag, Prompt, Default...Locked)
This response is cryptic. I tried finding a "parameter list for Attribs" and there is no such thing. I selected the the EX_PHASE tag in the block editor and examined its Properties but the closest thing approximating the response was under Misc where "Lock position" was given a Yes value. I changed this to no and saved the block and it worked in the same way as before.
I'm working on a weld tail and I selected the text attributes and changed the "Lock position" to Yes, tested the block to see if it flips and it does. When I closed and saved the block the text is the only thing that will not flip.
Always post your Dynamic Block is you have a question about a Dynamic Block.
Sometimes bad things happen to good blocks. Often if an Attrib is not behaving as expected within a DynBlk it is best to delete and then recreate the Attrib.
ATTSYNC may need to be run on the DynBlk in Modelspace or the definition of the Block needs to be updated within the offending Drawing file.
