It is not the Revit way to do things, but you can use a Model Line as a Reference (Line) to control the Visibility of Instant Length Parameter Grips.
Whenever the Model Line is turned off the Grip is 'turned off'.

Did you do this because you want to turn it off and on or just eliminate the grip entirely?
